Four days later, the Tsar was forced to abdicate and the provisional government announced that women would be granted the right to vote. This series of feminist movements that took place in Europe and America in the early 20th century jointly contributed to the birth of International Women's Day. From September 9 to 15, 1921, the Second International Conference of Communist Women was held in Moscow, with 82 representatives from 28 countries attending the conference. At the meeting, Bulgarian female communists suggested that March 8 of each year be designated as International Women's Day in order to commemorate the heroic struggle of Russian women workers in the February Revolution of 1917. The Second International Conference of Communist Women adopted this proposal and passed a resolution to designate March 8 as International Women's Day. China first publicly and officially celebrated International Women's Day in Guangzhou in March 1924, which was the honeymoon period of the first cooperation between the Kuomintang and the Communist Party. Since the Chinese first celebrated International Women's Day in 1924, the festival has become an important venue for the Kuomintang and the Communist Party to lead the Chinese women's movement.
