Who first proposed October 1st as National Day?

He asked me to tell him that the founding of the People's Republic of China should have a National Day, so he hoped that this association would decide to designate October 1 as National Day." Member Lin also spoke in secondment, requesting a discussion and decision. Mao said: "We should make a proposal and recommend it to the government, and let the government decide." The meeting that day passed the proposal "Requesting the government to designate October 1 as the National Day of the People's Republic of China to replace the old National Day of October 10" and sent it to the Central People's Government for adoption and implementation.
On December 2, 1949, the resolution adopted at the fourth meeting of the Central People's Government Council pointed out: "The Central People's Government Council hereby declares: from 1950, October 1 of each year , the great day when the People's Republic of China was proclaimed founded, will be the National Day of the People's Republic of China." This is the origin of "October 1" as the "birthday" of the People's Republic of China, that is, the "National Day".
