Is the Beginning of Spring the Chinese New Year? The changes of the Beginning of Spring!

In the ancient book "Qunfangpu", it is said that the beginning of spring is: "Li, the beginning of establishment. The spring air begins to be established." In the past, ancient Chinese also regarded the beginning of spring as the beginning of the year, just like people today regard the Spring Festival.
The Beginning of Spring is the first of the traditional 24 solar terms. In ancient times, people celebrated the festival on the day of the Beginning of Spring, which is equivalent to the modern "Spring Festival", and the first day of the first lunar month was called "New Year's Day". Before 1912, China's Spring Festival was counted from the day of the Beginning of Spring.
In 1911, the Xinhai Revolution led by Sun Yat-sen established the Republic of China. After he moved "New Year's Day" to January 1 of the Gregorian calendar, he did not change the "Spring Festival" because the existence of the Spring Festival is very important for agricultural production and has symbolic significance. But two years later, the "Spring Festival" was also moved to the first day of the first lunar month.
On January 21, 1914, Zhu Qiqun, then Minister of the Interior, wrote a petition to Yuan Shikai, then President, titled "A Petition on Holidays for the Four Seasons": "It is proposed that the Lunar New Year's Day be the Spring Festival, the Dragon Boat Festival be the Summer Festival, the Mid-Autumn Festival be the Autumn Festival, the Winter Solstice be the Winter Festival..." This "Petition on Holidays for the Four Seasons" was quickly approved by Yuan Shikai and was implemented the following year (1914). Because the "Spring Festival" was transplanted to the previous New Year's Day, the Spring Festival celebrations that had lasted for more than two thousand years gradually disappeared, and the Spring Festival turned into an ordinary solar term.
Some people blame Yuan Shikai and Zhu Qiqin for messing up the important Chinese Spring Festival. In fact, Yuan Shikai's original intention was to preserve traditional festival customs, which was clearly stated in "Presented to the Four Seasons": "When issuing decrees in due time, we should follow the great unity of the world, and be popular and beneficial to the people, and follow the habits of society."
After the new Spring Festival arrangement was promulgated, "celebrating the Spring Festival" quickly became popular among the people. The previous "New Year's Festival" completely became the "Annual Festival". Since then, the practice of calling the beginning of the Xia calendar year the Spring Festival has continued to this day. From then on, my country decided to use the Gregorian calendar's algorithm, and officially designated the first day of the first lunar month as "Spring Festival" and January 1 of the Gregorian calendar as "New Year's Day", which is the "Gregorian New Year".
Under such circumstances, there is no dispute that the lunar new year starts on the first day of the first lunar month, but there has been controversy about when the lunar zodiac year that people use starts. Currently, most people believe that the "Lichun" solar term is the beginning of the lunar zodiac year, because in the ancient Chinese calendar, the calculation of the twelve zodiac signs has a lot to do with the Heavenly Stems and Earthly Branches. Therefore, under the condition of "discussing the Heavenly Stems and Earthly Branches and calculating the twenty-four solar terms", the "Lichun" solar term should be the beginning of the new zodiac sign.
