In July 1915, at the initiative of Sun Yat-sen, the Beiyang government at the time officially ordered that Qingming Festival be designated as Arbor Day every year. In order to commemorate Dr. Sun Yat-sen, the day of his death, March 12, was designated as Arbor Day. In 1956, after the founding of New China, Mao issued a call to "green the motherland" and "realize the land gardening." China has launched a "12-year greening campaign" with the goal of "basically eliminating wasteland and barren hills within 12 years, planting trees according to specifications next to houses, villages, roadsides, waterways, and on wasteland and barren hills, that is, in all possible places, and implementing greening." In 1979, at Deng's suggestion, the Sixth Session of the Standing Committee of the Fifth National People's Congress decided to designate March 12 of each year as my country's Arbor Day. In February 1979, the Standing Committee of the National People's Congress, based on the proposal of the State Council, formally passed a resolution to designate March 12 of each year as Arbor Day. The general provisions of the Forest Law of the People's Republic of China, which was revised at the Seventh Session of the Standing Committee of the Sixth National People's Congress in September 1984, stipulate that "planting trees and protecting forests are the obligations of citizens", thus bringing afforestation into the scope of law.
