Relying on the advice of Wu Zixu and others, the State of Wu defeated the powerful State of Chu in the west and defeated Xu, Lu and Qi in the north, becoming the hegemon among the princes. Wu Zixu was born into an aristocratic family in the State of Chu and received a good education since childhood. Historical books say that he "was good at literature when he was young and practiced martial arts when he grew up" and that he had the talent of "governing the country with literature and pacifying the world with martial arts." In 522 BC, Wu Zixu fled to the State of Wu because his father Wu She and his brother Wu Shang were being hunted by King Ping of Chu. Later, he met Prince Guang of Wu and planned to assassinate King Liao of Wu, helping Prince Guang seize the throne. Helü appointed him as a "Xingren" and he became an important adviser to the State of Wu.

Wu Zixu was a man of great talent and strategy, and was deeply trusted by King Helu of Wu. In order to enable the State of Wu to defend itself internally and conquer externally, he first suggested to King Helü of Wu that "first build city walls, set up defenses, fill granaries, and prepare weapons", and he was personally ordered to select the site for the capital of the State of Wu. He "looked at the soil and tasted the water" and "imitated the sky and followed the earth". Finally, he selected the location of the present-day ancient city of Suzhou, made reasonable plans, and built Helu City (present-day Suzhou).

Wu Zixu presided over the site selection and planning layout of Helu City. He proposed the principle of "looking at the soil and tasting the water, following the laws of heaven and earth". Using the idea that "the hierarchy is modeled on the heaven and the earth, and the intercourse is coordinated with yin and yang", they conducted field investigations, observed the properties of the soil, studied the sources of rivers and springs, and the division and combination of river basins, and thus selected the city site. The structure, location and orientation of the city were coordinated with the celestial phenomena, with "harmony of yin and yang, four seasons in harmony, and the two yangs changing times to respond to the cold and heat". There were "eight land gates to symbolize the eight winds of destruction; eight water gates to follow the eight trigrams of the earth". Open two gates on each side of the city wall to let in wind from all directions. There are two gates in the east: Lou and Jiang, two gates in the west: Lu and Xu, two gates in the south: Pan and She, and two gates in the north: Qi and Ping.

"Records of the Grand Historian: Book of Laws" says: "Lu and Hefeng are located in the west." These two gates were built facing west to symbolize the gate to heaven, to bring in Lufeng to connect to the sky. Wu wanted to annex Yue, and the existing Yue State was located in the direction of the snake in the Chinese zodiac, so the southeast gate was named Snake Gate. The main position of Wu is at the dragon position, Chen direction; as the dragon overcomes the snake, Wu will surely defeat Yue. The dragon's power is coiling, so the southwest is the Panmen. The Ping and Qi gates on the north were intended to wipe out the State of Qi. Chu was in the northwest, and also called Lumen Po Chumen. The capital city designed and laid out in this way is full of vitality and is intended to be revitalized and prosperous. Its theme can be imagined.
