In 1932, the Nationalist government designated June 6th of each year as Teachers' Day. After liberation, June 6th was abolished and replaced by "May 1st International Labor Day". In 1951, the Ministry of Education and the All-China Federation of Education Workers announced that "May 1st Labor Day" would also be "Teachers' Day", but the result of its implementation was that Teachers' Day no longer existed. During the Cultural Revolution, teachers were demoted to the title of “stinking ninth class” and had an extremely low social status.
The Third Plenary Session of the 11th Central Committee of the Communist Party of China put things right. Since 1980, the All-China Federation of Trade Unions of Education has carried out a series of activities to respect teachers and value education, such as "Celebrating Teaching Years" and "Five Lectures and Four Beauties, Be a Model for Teachers", which have improved the political and social status of teachers.
In March 1981, at the Fourth Session of the Fifth National Committee of the Chinese People's Political Consultative Conference, 17 members of the China Democratic League jointly submitted a proposal: suggesting the determination of the date and content of the National Teachers' Day. The proposal points out that teachers are responsible for cultivating talents for the four modernizations and should enjoy a high social status.
In April 1982, the Party Leadership Group of the Ministry of Education and the Party Leadership Group of the All-China Federation of Education Workers jointly submitted a "Request Report on the Restoration of Teachers' Day" signed by Zhang Chengxian and Fang Ming to the Central Secretariat. The report suggested that May 5, the birthday of Marx, be designated as Teachers' Day.
At the first session of the Sixth National Committee of the Chinese People's Political Consultative Conference in March 1983, Fang Ming and 18 CPPCC members from the China Democratic League jointly proposed "in order to improve the social status of teachers and create a social trend of respecting teachers and valuing education, it is suggested to restore the Teachers' Day." In September of the same year, the General Office of the Publicity Department of the CPC Central Committee sent a letter to the General Office of the Ministry of Education, and after studying the proposal of Comrade Fang Ming and others at the first session of the CPPCC, it agreed to restore Teachers' Day.
In December 1983, a request for the restoration of Teachers' Day was sent to the Central Propaganda Department by the Party Group of the Ministry of Education and the Party Group of the All-China Federation of Education Workers, signed jointly by Minister He Dongchang of the Ministry of Education and Fang Ming. In October 1984, Wan Li, Xi and other central leaders circled the request from the Party Leadership Group of the Ministry of Education and the Party Leadership Group of the All-China Federation of Education Workers.
In December 1984, the Party Leadership Group of the Ministry of Education and the Party Leadership Group of the All-China Federation of Education Workers submitted a report on the establishment of Teachers' Day to the Secretariat of the CPC Central Committee and then to the State Council. In January 1985, the Premier of the State Council proposed a motion to establish Teachers' Day at the Standing Committee of the National People's Congress. The Standing Committee of the National People's Congress passed the motion and designated September 10 of each year as Teachers' Day .
